The New Immigration Regulation dictates that as from 01 October 2014 children under the age of 18 years, require UNABRIDGED BIRTH CERTIFICATES, along with their passports, when travelling.  Should you be travelling with/making a reservation for children, please ensure that you apply for these certificates timeously.

Regulations for child travellers postponed

The requirement that children under the age of 18 travelling to, from and through SA produce an unabridged birth certificate has been postponed until June 1, 2015. Similarly, the additional requirement for written permission in instances where children travel unaccompanied by parents, travelling with only one parent has been postponed.

 

This was announced by Minister of Home Affairs, Malusi Gigaba, at a media briefing on Tuesday. 

 

Furthermore, Gigaba stated: “For foreigners’ purposes, an unabridged birth certificate is merely a birth certificate from the responsible authority in their country, which lists the particulars of the child’s parents. In the instance where this information is contained on the child’s passport, this too shall be accepted.”

 

The immigration regulations were announced in May as part of the new Immigration Amendment Act, which came into effect on May 26. Subsequent to industry lobbying, the requirements for children travelling under the age of 18 were postponed till October 1. Implementation of these regulations has now been further delayed.

 

Under the new regulations, people travelling to SA on a visa are required to apply for the visa in person. Parents travelling with children under the age of 18 are required to produce an unabridged birth certificate for each child. In the case where only one parent is travelling with the child(ren), consent in the form of an affidavit from the other parent registered is required. Alternatively, either a court order granting full parental responsibilities and rights or a death certificate of the other parent must be produced.

 

Gigaba said that, given the challenges identified by stakeholders and in light of the upcoming peak travel periods for families, a postponement of the regulations would assist travellers and the sectors as a whole. He added that during the period of the postponement, Deputy Director General for Immigration Services, Jackie Mckay, had been directed to work intensively with industry stakeholders to ensure accurate information was available to all prospective travellers accompanying children around the world.

 

According to Gigaba, other regulations published as part of the Act would remain in effect. This includes the requirement that people apply for visas in person to enable the capturing of biometrics. Gigaba emphasised that this requirement was not unique to SA and was required from visitors by other countries. “Most elements of the regulations are working well,” he said.

 

“Since the announcement of the new regulations, we have consistently maintained that we welcome constructive engagement from stakeholders on the implementation of these regulations,” said Gigaba. “We thank those stakeholders who have engaged us actively and constructively.” Gigaba added that the information provided by stakeholders assisted the Department of Home Affairs (DHA) to service nationals, visitors and various stakeholders more efficiently.

 

Gigaba said that different stakeholders had drawn the department’s attention to challenges around the requirements for child travellers. “Stakeholders have alerted us to two main challenges,” he said. “Firstly, of ensuring accurate and timely communication to missions abroad, travel operators and prospective travellers around the world about the new requirements.” According to Gigaba, the second challenge identified was that parents and people authorised to travel with children needed time to obtain the required documentation.

 

Gigaba said furthermore that, subsequent to the meeting between DHA and the Department of Tourism, as well as Minister of Tourism Derek Hanekom, the department had met with various stakeholders and last week announced the formation of a joint task team, which would enable ongoing engagement. “We are enormously pleased with the establishment of this task team and trust that its industry representatives will bring invaluable perspectives and information on the tourism and travel sector and help us improve communication with their clients and the sector as a whole.”

 

Gigaba’s announcement follows a meeting on Friday between the minister and industry associations.

 

Industry associations – including SATSA, Barsa, Asata and Iata – have spent the past two months actively lobbying for a postponement of the new regulations to allow time for them to be effectively communicated and systematically implemented. The postponement has been welcomed by industry associations.

 

SATSA CEO David Frost described the postponement as a small but significant win and welcomed the establishment of the task team. “I will be part of the task team and will carry the SATSA perspective strongly in the process,” said Frost. He also thanked Minister Hanekom for the role he has played to date.  

 

“We are grateful to have had the opportunity to address our concerns with Minister Gigaba regarding the impact of these new immigration regulations and pleased that these concerns have been heard and reacted to in this way,” said ASATA CEO Otto de Vries.

On Friday both airlines Kulula and Mango advised that an unabridged birth certificate is needed (besides the ID – if the child has got one)

 

Can you urgently assist to get some clarification from the airlines regarding domestic air travel documents for Mr Forrester and the youngster.

 

I was able to extend the option date for the cruise bookings to the 17th September, so that we can get some clarity.

The youngster I host has a birth certificate issued by the department of home affairs recording all required information except that of any parents.

 

In view of this and due to legislation I have to ask you to cancel all of our reservations, unless the airlines can see its way clear to accepting a certified birth certificate plus a letter of indemnity from a parent or relative authority along with an ID document.

 

I am astounded and find it ludicrous that the department of immigration will now be involved and deny domestic travel to under 18s on any licensed carrier irrespective of being in possession of valid identification documents unless accompanied by an unabridged original birth certificate.

 

Indeed a sad day for the travel industry.

 As August is Women's Month we have arranged with the Community Intervention Centre (CIC) to come address our Public Meeting on the topic of rape covering the following aspects:

1. The person's rights as a victim of rape
2. The steps that should be taken when reporting a rape attack to SAPS
3. Explaining the Forensic Examination after a rape attack.
4  Explaining the Medical Examination and Treatment after a rape attack
5. How CIC supports victims of rape


As much as everyone hates to even consider  such a traumatic attack, it is good for the Community to understand what to do in a situation, whether you are a victim, or a family member or friend of a rape survivor. 


 Please join us and feel free to invite anyone else who is interested in attending whether they are resident in our sector or not .

 However, as always, please insist on proper identification and phone if necessary to verify this information is correct  . If there is any uncertainty at all , please do not allow anyone access to your property as there have previously been instances where criminals have posed as Telkom staff.

Craig has recently written a book on Crime. There will be copies available to those interested in reading it. 
 
Milnerton Crime Watch represents the majority of Milnerton Central residents and households within the Milnerton Central area.

Milnerton Community Police Forum : Sub Forum 3 - Invitation

Dear Community member 

Please join us at our next public meeting on Monday 26 May 2014 at 18h30 in the meeting room on the second floor , Milnerton SAPS, Koeberg Rd.

We will firstly  have a short presentation by Anthony Hall on Drug awareness. Anthony is a rehabilitated drug addict and is today, very involved in drug prevention and rehabilitation.Our aim is to raise awareness in the community of the ways that drug use and trafficking is occurring in Milnerton and hopefully increase the reporting of suspicious incidents by residents . 

Please consider inviting teenagers and other young people to join us and they are very welcome to leave after the presentation which will be followed by an up to date  report on crime in our area.

Notice Of Special General Meeting Milnerton CPF sub forum 3

This serves as notice that a  Special General Meeting of  Milnerton CPF sub forum 3 will be held Tuesday 29/04/2014 at 18h30 in the second floor conference room as announced at the monthly meeting held 31/03/2014 .

This meeting is to elect a new chair following the resignation of the current chair . Nominations may be made at the meeting. Please note that to qualify to vote a member needs to have attended at least 3 meetings in the past year.

 Nominees must be South African citizens over the age of 18 years who are willing to undergo police clearance , sign a confidentiality agreement with respect to sensitive information and a declaration of interests with respect to any interest held  in a security related industry .

Good Morning 

So far today  all is quiet  in Joe Slovo although there may well be more protests during the course of the day in that area. The protests were sparked by the demolition of illegal shacks in the area .

A  HUGE thank you to the contingent from SAPS Milnerton, Public Order Policing and Metro that contained the violence within the area and didn't allow it to spill over onto Koeberg Road which would have caused major disruptions.

CAPE TOWN - The City of Cape Town says if a march by informal settlement activists goes ahead today, it will be illegal.

The city has turned down an application by Ses'khona Peoples Rights Movement, which wants to stage a protest in the city centre citing safety concerns. 

The city's Priya Reddy said, “If an illegal march goes ahead it is the responsibility of the police to ensure that those who are not taking part in an illegal march are kept safe.”

She added that metro police will also be called in for additional support should the march go ahead.

The city centre could come to a virtual standstill if the march goes ahead. 

The same activists were behind two marches in the CBD late last year which became so chaotic that shops were looted, informal traders lost their goods and city property was damaged.

Leaders of the group include axed ANC members Loyiso Nkohla and Andile Lili who launched a verbal attack on Western Cape Premier Helen Zille at a media briefing on Tuesday. 

Lili says they will forge ahead with a march for land, housing and proper sanitation, even if it does not get the green light from the City of Cape Town.

“If there’s failure to give us the land, obviously we’re going to sleep in town.”

The activists have also threatened to embark on a mass hunger strike if their demands are not taken seriously.

Although not part of sector 3 , Milnerton SAPS has asked that we alert you to an increased number of vehicle thefts occurring at and around the Milnerton Shoprite Store in Koeberg Rd . Please be extra vigilant when locking your vehicle and ensure that you do not leave valuables in the car in plain view.

Please also be aware that there have been a number of robberies on the N7 near du Noon. Please do not stop your vehicle  to drop off or collect workers.or for any other reason as this is when these incidents have occurred.

As well as feedback on recent crime from the Station Commander we will be having  several very short presentations by some of our partners in combating crime, our local "not for profit" organisations namely Sunset Beach Homeowners Association , Milnerton Central Residents Association , Milnerton Crime Watch Trust and  Milnerton Ridge Neighborhood Watch.
