Crowbar gang gets nailed thanks to alert resident, security company and SAPS


We wish to share a story and crime incident from Bergvliet as it highlights the value of residents who follow neighbourhood watch communications. In this instance a very important arrest and the prevention of a crime. We are also working with detectives to ascertain if any links exist with crimes in Camps Bay or Clifton. Please keep up to date with the incident reports on our website and also pay attention to your sector mail and general CBW mail correspondence.
A wide awake Bergvliet resident who reads her emails from her neighbourhood watch, made an urgent call to the Constantia Valley Information Centre radio control. She reported that several b/males in a light coloured Mercedes had just rung her door bell, asking for a guest house. Having read that this profile and modus was typical of the crowbar type burglars, she was concerned. Radio control put out the alert, and volunteer patrollers responded. A volunteer patroller spotted the vehicle driving very slowly in the Pekalmy area. Whilst reporting the location, he was advised to monitor it. It drove around in circles concentrating on quiet roads. Registration plate details confirmed that it was from out of town.

When, after some minutes the driver noticed the patroller it began to leave the area in a hurry. Other patrollers assisted to monitor and maintain observation. When the Mercedes hit the M3 direction Cape Town, it picked up speed, driving with no lights on in the heavy rain, weaving between cars and changing lanes at every opportunity. The Constantia Watch SRT and ops team, quickly responded to assist, as being independent they are able to leave their focus area.

Whilst maintaining continual telephonic contact with the SAPS Wynbery ops room, the vehicle was followed all the way into Rondebosch. After going through several red traffic lights, reckless driving and driving on the wrong side of the road, the driver fortunately but mistakenly turned into a cul-de-sac. After a brief confrontation with the ops team, just prior to the arrival of SAPS, the 4 suspects abandoned their vehicle and jumped into the fast flowing Rondebosch canal. SAPS vehicles from Rondebosch and Mowbray assisted to search the immediate area, and 2 suspects, very wet ones, were apprehended. 

Items found inside the unregistered and hot-wired vehicle included a large sledgehammer, gloves, caps, cell phone and other incriminating evidence.

It has since been established that this vehicle and occupants are specifically wanted on a Cape Town Central case for a burglary in Tamboerskloof on 7th November, and is highly suspected as being involved (due to witness sightings and reports), in burglaries in Kuilsriver, Brackenfell, Oranjezicht and our area.

The vehicle was taken to SAPS specialist units for forensic analysis. Detectives and crime intelligence from all affected areas have been informed so that they can work together to establish links and collation of evidence.

Warning : Crowbar gang active in our area

Dear Community member 

Please be aware that house break ins using the so called crowbar method are occurring in our area, as in the rest of Cape Town . Please remain alert and report anything unusual to the police vehicle and your security company. Please answer your doorbell if you are home and do not enter the premises without the police if you observe anything suspicious on arriving home.

 How to spot a "crowbar gang" ( activity ) 

Vehicles used :   VW Polo, Vivo , Jetta; Nissan Tida, Micra, Ford Focus, Daihatsu Terios, Audi, Chevrolet . Colours silver; white; black; dark blue; gunmetal grey – latest models up to 3 years old .Note that registration plates may change – often use hired vehicles (false name) and/or clone plates

Predominately daytime burglaries but of course don't rule out anything else ,most frequent operating times are 10h30 – 19h30 

Modus operandi:

• ring bell/intercom to establish that no one at home
• If someone answers – usual questions are (1) is this the xx guest house; or (2) I have a delivery for xxx (3) please can I have directions to xxxxx
• groups of mainly 3 – 4 males, sometimes accompanied by a woman who does the bell ringing
• usually well dressed, golf shirts, long pants, shiny shoes, well spoken English, aged 23 – 38 years
• known to stand on corners surveying area, usually with cell phone in hand or talking on it
• be aware of vehicle that may be in close proximity, up to 1 road away
• driver reverses into driveway or known to drive around the block after gate breached
•Either lift/force driveway/pedestrian gate, then crowbar front security gate and door
• open all cupboards/draws seeking safe and jewelry, flat screens, electronic items such as i-pads, cell phones, cameras
They then leave the crime scene within 5 minutes.

The City of Cape Town wishes to inform residents living in the vicinity of the Chevron/Caltex refinery near Milnerton of its annual simulated accident, which will take place on Thursday 12 September 2013.

 

Residents are advised that the exercise will involve a large contingent of emergency services, law enforcement agencies, and Disaster Risk Management personnel.

 

The exercise will test the preparedness and ability of the authorities to co-ordinate the Off-Site Emergency Management planning arrangements when responding to an incident at a major hazardous installation.  

 

This forms part of the annual wide-ranging exercises by the City's Disaster Risk Management Centre to strengthen emergency and disaster response to incidents within its municipal area.

CPF SubSector 3 : Serious Concern

Dear Residents

On Tuesday evening, 06 Aug 2013, a woman visitor parked her car in  Pienaar Rd , Milnerton . After stepping out of her car and locking the doors she was confronted and overpowered by three men who took her handbag, phone and car keys by force .They then drove off in her vehicle which was subsequently  abandoned 100m away and the suspects fled .

We view this incident as very serious and ask that you remain extra vigilant and aware and that you encourage your family, friends and neighbors to do so as well.

Legal Strike today

We have been informed by the Police Department that the Du Noon residents have applied for a legal strike in connection with housing for the area starting tomorrow morning at 10hoo departing from the Taxi rank in the Noon going to Koeberg Rd Milnerton ending 15h00 in the afternoon. 

The protesters are already in position and blocking all entrances to Killarney Gardens area. 

Please be advised to avoid this area today. As with all these protests please avoid the N7 passing Du Noon as far as possible. It is not uncommon for troublemakers to throw stones at passing cars during protest actions

A simulated rail disaster will take place at the De Grendel Station at 10:00 on Friday 31 May 2013. The annual "accident" will test the preparedness and ability of the authorities and related agencies to respond to an incident involving a train. This forms part of the annual wide-ranging exercises by the City of Cape Town's Disaster Risk Management Centre to strengthen emergency and disaster response to rail incidents. It will also ensure compliance with the legislation governing the industry as set out by the Passenger Rail Agency of South Africa (PRASA) and in the Rail Safety Regulator Act and Legal Succession Act. In addition, this annual exercise serves to strengthen the partnerships and collective capabilities that are integral to security and the safeguarding of citizens and commuters. The exercise will involve a large contingent of emergency services, law enforcement agencies, and disaster management personnel. The following public safety authorities and supporting agencies will participate: City Fire and Rescue Services, City Traffic Services, City Law Enforcement and Specialised Services, City Metro Police, Western Cape Government Emergency Medical Services, the South African Police Services, and the PRASA which includes Metrorail, Transnet Freight Rail and Shosholoza Meyl. The planned scenario will involve four tank wagons laden with petroleum and caustic soda and four DZ wagons, colliding with a main line passenger train. The communications infrastructure will also be tested, in the form of the Transport Information Centre which provides public transport information to residents and visitors in Cape Town, i.e. routes, schedules, ticket prices, ticket outlets, and the locations of interchanges, ranks and Park-and-Ride facilities. SA Navy to resume Seli 1 wreck reduction activities

The Multi-Agency Task Team monitoring the recent wreck reduction operation of the Seli 1 has announced that further wreck reduction activities will commence during the week starting Monday 27 May 2013, subject to favourable weather conditions.

The team is pleased with the outcome of the initial reduction efforts by the SA Navy's Operational Diving Team (ODT). Follow-up assessments undertaken by the ODT have revealed substantial weakening of key areas of the wreck (as initially intended), as well as the breaking up of the wreck in the weeks since the operation concluded.

The assessments however identified additional areas that require intervention, and a decision was made to resume wreck reduction activities in order to reduce potential pollution risks.

All necessary precautionary measures are being implemented by the Task Team to ensure the surrounding environment is protected and disruption to the public is kept to a minimum.
 
As from Tuesday, 28 May 2013, people will be required to adhere to the following safety measures until further advised:
 
  • The entire beach and dune area opposite the wreck will be closed to the public, and demarcated parking areas will be off-limits
  • A radius of approximately 1 000m surrounding the wreck will be off-limits to all vessels and water users during the operation
  • Access to the airspace surrounding the wreck will be prohibited, and aircraft will not be allowed to operate in the vicinity

Active policing of the restricted areas will be performed by various law enforcement agencies.
The wreck is unstable and dangerous and should not be approached under any circumstances.

Dear All 

In view of several robberies in our area ,the information below may be of interest . Please bear in mind however that  the research was not done in Cape Town and may not reflect trends in our area .

Dr. Rudolph Zinn of the School of Criminal Justice at UNISA did Intensive research on residential robberies and attacks, and interviewed many arrested and convicted robbers.

Some of his findings are as follows:

• 8 out of 10 residential robberies are committed with help of information from maids, gardeners and former employees
... 
• Robbers will monitor the home for as long as two weeks

• Gangs research armed response firms' response times

• Most attacks occur between 19:00 and midnights, as people are relaxed, busy cooking or watching TV, and the security systems and beams are not activated. But robberies continue until 4:00 in the morning

• 97% of robbers are armed

• On average an armed robbery gang has four members

• 50% of residential robberies in SA take place in Gauteng

• It is a complete myth that only white people are victims of robberies - anyone displaying any form of wealth (double story homes, expensive jewellery and fancy cars) is a target

• The average age of a house robber is between 19 and 26 years

• An average of 30% of all house robbers has either committed murder, or won't hesitate to commit murder

• Only 17% of house robbers are foreigners

• Of all arrested robbers 90% had no matric or were unemployed. The 10% who has been employed, gave up their jobs when confirming that how much they could "earn" from a robbery

• The average robber commits 103 robberies over seven years before being caught

• Most attackers' homes or bases are 10 to 30 minute drive from the target address

• Women are more often tortured or hurt during house robberies

• The conviction rate for house robberies in South Africa is only 7.67. In the USA it is 53%

Hi all,



I am in desperate need for 2nd hand school clothing. If you may know of
anybody that has, whose child may have gone to a higher grade and outgrown
theirs. We have a huge need here at the moment.



I don't mind what sizes come in because I am getting requests every day
from the shelters to help.



Currently we have the following:



Boys School Pants size 10 - 11 years

Boys Sc, hool Pants size 13-14 years

Boys School Shirts size 11 - 12 years

Boys School shirts size 13-14 years

Boyes School Shoe Size 4 and size 5



This above one is a request for two youngsters, their dad passed away and
their mom lost everything, they are now staying in a shelter and have
nothing. They need this for school. I know there is still stationary
coming in, so anything over and above what is needed for Mitchells Mission
I would like to help them with. Please could you maybe circulate this
amongst your friends, it is urgent, they really don't have school
clothing.



Then we have a boy who needs a size 6 school shoe, he is living at
Mitchells Mission and does not have school shoes.



The influx of requests are great. Please if you can circulate amongst
people you know, we can help these children, I will collect from anywhere.
